Es solle eine Machbarkeitsstudie durchgeführt und ein funktionsfähigen Prototyp eines Systems zur Erfassung von Echtzeit-Informationen zum Arbeitsmarkt mittels Online-Quellen erstellt werden, um den Qualifikationsbedarf in fünf EU-Mitgliedstaaten untersuchen zu können.
